A concrete surface is only as good as what sits beneath it. Load travels down from the wearing surface through the reinforcing and crushed rock base into the sub-grade, and across much of Hobart that sub-grade is reactive clay that swells and shrinks through the year. Get the layers wrong and the slab telegraphs it — cracking, settling, water pooling where it should be running away.
